Abstract

Purpose: This study analyzes the influence of social assistance management and social assistance characteristics on beneficiary welfare, partially and simultaneously, in Kamoro Jaya Village, Mimika Regency. Research Methodology: A quantitative design employed path analysis with forty purposively sampled respondents, all active Program Keluarga Harapan beneficiaries. A five point Likert questionnaire measured three constructs, namely management, characteristics, and welfare. Validity was confirmed using Pearson product moment correlation, and classical assumption tests were satisfied. Path analysis was conducted in two structural sub models, and the Sobel Test assessed the indirect mediated effect. Results: Sub model one confirms that management significantly and positively influences characteristics. Sub model two confirms that Social Assistance Management has no significant direct effect on Beneficiary Welfare, while Social Assistance Characteristics exerts a very strong and significant direct effect. The Sobel Test confirms full mediation, with Social Assistance Characteristics functioning as the exclusive mediator through which management affects welfare. Conclusions: Social Assistance Characteristics, operationalized as targeting accuracy, timeliness, and aid adequacy, represents the single most dominant determinant of beneficiary welfare.Limitations: The study was limited to one village with forty respondents, a cross sectional design, and a single assistance program. Contributions: This study provides the first quantitative path analysis evidence of this mediation pathway in Mimika Regency, with implications for targeting systems, disbursement scheduling, and aid calibration.
