This study aims to analyze the factors influencing the successful implementation of the SI-Kariwari application as an electronic office information system in supporting the digital transformation of the Jayapura City Government. The evaluation was conducted using the Human–Organization–Technology Fit (HOT-Fit) model, which consists of the Technology, Human, Organization, and Net Benefit dimensions. A quantitative approach was employed, with data collected through questionnaires distributed to 116 SI-Kariwari users from 29 Regional Government Organizations (Organisasi Perangkat Daerah/OPD). The data were analyzed using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method. The results indicate that all constructs satisfied the validity and reliability criteria, with Average Variance Extracted (AVE) values greater than 0.50, Composite Reliability values exceeding 0.70, and a Q² value of 0.992, indicating excellent predictive capability of the model. Hypothesis testing revealed that 8 out of 12 relationships among the variables were statistically significant, with the organizational dimension and user satisfaction providing the greatest contribution to the system's net benefits. Based on these evaluation results, this study proposes the development of an Intelligent Document Verification feature based on Artificial Intelligence (AI) and Optical Character Recognition (OCR) to automatically verify incoming and outgoing official documents. This feature is expected to improve system quality, reduce administrative errors, accelerate the document verification process, and support the implementation of Smart Governance in Jayapura City.
