Correspondence management is an important administrative activity that supports effective communication and decision-making within universities. However, manual correspondence processes may cause delays in information delivery, difficulties in archive tracking, and ineffective monitoring of dispositions and follow-up actions. This study aims to develop a digital correspondence information system at Universitas Widya Husada Semarang that integrates incoming and outgoing mail management, archiving, disposition, mail status monitoring, and real-time notifications through a WhatsApp Gateway. System development involved requirements analysis, architecture and database design, web-based implementation, WhatsApp Gateway integration using the Fonnte API, and functional and user acceptance testing. The system was developed using PHP and MySQL with an AdminLTE 3-based interface. Functional evaluation using Black Box Testing demonstrated that all major functions, including authentication, correspondence management, disposition, archiving, WhatsApp notifications, reporting, and access control, operated according to the specified requirements. User Acceptance Testing was conducted with eight respondents comprising administrative staff, university leaders, and work-unit representatives. The results showed an average score of 4.35 out of 5, categorized as very good, with a user satisfaction rate of 87.5%. These findings indicate that integrating a web-based correspondence system with WhatsApp notifications can improve administrative efficiency, disposition transparency, archive accessibility, and timely information delivery. Therefore, the developed system provides a practical digital solution for supporting correspondence administration transformation within the university environment.
