Waste management at TPS-3R still faces several problems: citizen reports are not centralized, access to waste-sorting education is limited, and report verification is carried out manually by administrators. This study aims to design and build Smart Waste Report, a mobile and web-based waste reporting and monitoring information system for TPS-3R Brama Muda. The system was developed using the waterfall model, which consists of requirements analysis, design, implementation, testing, and evaluation. It comprises a Flutter-based mobile application for citizens, a Laravel REST API backend with Laravel Sanctum authentication, a MySQL database, and a native PHP web admin application. Black box testing of seven main feature scenarios shows that all scenarios were successful, giving a success rate of 100%. Citizens can submit reports with a photo, location, category, and description, while administrators can verify reports as pending, verified, or rejected. The monitoring calculation on trial data shows that report data can be processed into percentages of report status and waste category, the user participation rate, and the average number of reports per active user. Direct testing with residents and managers, statistical visualization, and map integration are recommended.
