Medical waste, including Hazardous and Toxic Materials (B3), generated from healthcare activities requires proper management to mitigate risks. This study aimed to assess the management of B3 medical waste in the Emergency Room (ER) of RSUD dr. Mohamad Soewandhie Surabaya. A descriptive qualitative method using the CIPP (Context, Input, Process, Product) evaluation model was applied to 12 staff responsible for B3 waste management. SWOT analysis was conducted to develop improvement strategies based on the assessment results. Findings indicate that the context and input dimensions were satisfactory, while the process and product dimensions showed deficiencies, particularly in adherence to standard operating procedures (SOPs) and technical aspects of the temporary storage site. The average daily B3 waste in the ER was 38.51 kg, ranging from 26.94 to 42.65 kg. The study reveals that B3 waste management in the ER is generally adequate, but improvements in processes and outcomes are necessary. The novelty of this research lies in combining quantitative daily waste measurement with the CIPP and SWOT-based strategic evaluation. Recommendations include enhanced staff training, optimization of facilities according to regulations, and periodic monitoring.
