This article examines the role of Indonesia's government contracting agency (PJPK) as a critical factor in PPP implementation. Based on 30 in-depth interviews, PJPK appeared in 22 interviews and was the most salient factor. Thematic analysis identifies six functions of an effective public project owner: owning the public-service rationale; mobilizing political and administrative commitment; building organizational capability; coordinating actors beyond organizational boundaries; maintaining market credibility; and institutionalizing continuity beyond leadership turnover. The article conceptualizes the PPP Champion as an institutional integrator and argues that successful PPP leadership must be organizationally embedded rather than dependent on individual champions.
