Abstract

The National College Entrance Examination (NCEE) was mandated by President Ferdinand Marcos Sr. in 1973 through Presidential Decree No. 146 as a prerequisite for four-year degree enrollment. However, it was abolished by Republic Act No. 7731 in 1994. Despite documented complaints and performance disparities during its operation, no study had traced its complete policy lifecycle using official records. This study examines whether, how, and under what conditions the NCEE functioned as a standard-setting or exclusionary gatekeeping mechanism, through qualitative document analysis of several primary sources supplemented by contemporaneous published studies. Findings show the NCEE operated as an adjustable standard, with cut-offs varying by field and declining over time. Yet legislative records reveal stark pass-rate differentials by school type (roughly 60% private sectarian, 50% national, 30% barangay), compounded by retake limits and vocational tracking of non-passers. This disproportionately burdened disadvantaged students. Rather than proving deliberate discrimination, the study demonstrates how a centralized exam implemented over an inequitable education system produced exclusionary effects severe enough to prompt abolition instead of reform. This study also informs the current debates on centralized assessment.
