This study aims to examine the mediating role of Green Innovation in the relationship between Green Human Resource Management (Green HRM), Green Organizational Citizenship Behavior (Green OCB), and Environmental Performance in local government agencies in Lebak Regency, Indonesia. This study employs a quantitative approach using a survey method involving 121 respondents. Data were collected through a structured questionnaire and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results show that Green HRM has a positive and significant effect on both Green Innovation and Environmental Performance. Green OCB has a positive effect on Environmental Performance, but does not have a significant effect on Green Innovation. Although Green Innovation has a positive effect on Environmental Performance, it does not mediate the relationship between Green HRM and Environmental Performance, nor the relationship between Green OCB and Environmental Performance. This study contributes to the development of the green management literature by providing empirical evidence from the public sector and recommends strengthening Green HRM practices, fostering an environmentally oriented organizational culture, and enhancing sustainable innovation to improve environmental performance in the public sector.
