This study analyzes the service quality of PT Prima Karya Sarana Sejahtera (PKSS) and its relationship with workforce development in the Jakarta III Operational Region, covering the level of service quality, the level of workforce development, the relationship between the variables, and the magnitude of its contribution. A quantitative method with an associative approach was employed. Service quality was measured using an adapted SERVQUAL model, while workforce development was measured through the dimensions of quantity, quality, access, and sustainability. Data were collected through a five-point Likert-scale questionnaire administered to 379 respondents comprising placed workers, PKSS management/staff, and representatives of client companies, then analyzed using descriptive statistics, classical assumption tests, Pearson Product Moment correlation, and simple linear regression. The results show that the service quality of PT PKSS falls within the good category (mean of 3.64). The correlation test yielded r = 0.724 (significance 0.000), indicating a strong and positive relationship between the two variables. The regression analysis produced the equation Y = 8.234 + 0.673X with a coefficient of determination (R²) of 0.524, meaning service quality contributes 52.4% to workforce development. The study concludes that PKSS service quality has a positive and significant effect on workforce development, with sustainability being the dimension most in need of improvement.
