Structurally, Indonesian state institutions have many interrelated components. State institutions have undergone numerous policy adaptations and reforms since independence and continue through the post-reform era. The State Administrative Court, one of the state institutions under the authority of the Supreme Court, was the last judicial system established in Indonesia, in line with the enactment of Law Number 5 of 1986 concerning the State Administrative Court. As one of the most recently established courts, it certainly requires a number of relevant adaptations and reforms to the judicial process in practice. One of these updates is explained in Article 1 number 4 of Supreme Court Regulation number 2 of 2019 concerning Guidelines for Settling Disputes Regarding Government Actions and the Authority to Adjudicate Unlawful Acts by Government Officials that Disputes Regarding Unlawful Acts by Government Agencies and/or Officials ( Onrechtmatige Overheidsdaad ) is a dispute that contains a demand to declare the actions of a Government Official invalid and/or void, or not having binding legal force along with compensation in accordance with the provisions of laws and regulations. Thus, it is necessary to have an explanation regarding the authority, as well as the limits of the authority of the State Administrative Court that adjudicates disputes regarding government actions, along with a systematic dispute resolution process that is in accordance with relevant laws.
