Derawan Island District is an archipelagic area with continuously developing marine tourism potential; however, its road infrastructure faces technical challenges due to coastal subgrade characteristics, water inundation, and increasing tourism-related traffic loads. This study aims to design an appropriate pavement structure to support road reconstruction in the area by comparing two design alternatives, namely flexible pavement and rigid pavement. The method employed includes a review of secondary data consisting of soil characteristics, traffic volume, and climatic conditions, which were subsequently analyzed using the Indonesian Highway Design Manual (Bina Marga) pavement thickness design guidelines and the AASHTO 1993 design references. The results indicate that rigid pavement is technically more suitable for road sections with low soil bearing capacity and high inundation risks, while flexible pavement remains applicable for segments with more stable soil conditions and faster construction requirements. This study is expected to serve as an initial technical reference for planners and stakeholders in determining effective, durable, and geographically appropriate road reconstruction strategies for small archipelagic regions.
