Abstract

Whiteleg shrimp (Litopenaeus vannamei) is one of the leading aquaculture commodities with high economic value and a significant contribution to national fisheries production. The implementation of intensive culture systems has increased production; however, several constraints remain, including high operational costs, disease outbreaks, fluctuations in water quality, and increasing feed prices. This study aimed to analyze the implementation of the intensive whiteleg shrimp farming program, identify the internal and external factors affecting its development, and formulate appropriate development strategies using SWOT analysis. The research was conducted in Tambaan Village, Camplong, District, Sampang Regency, Indonesia, using a descriptive qualitative approach. Data were collected through observations, interviews, documentation, and questionnaires administered to 23 respondents selected from a population of 30 shrimp farmers using the Slovin formula. Data were analyzed using the Internal Factor Analysis Summary (IFAS), External Factor Analysis Summary (EFAS), Internal–External (IE) Matrix, SWOT Diagram, and SWOT Matrix. The results showed that the shrimp farming program had implemented an intensive culture system supported by adequate facilities and experienced farmers. The IFAS and EFAS scores were 2.53 and 2.78, respectively, placing the business in Cell V of the IE Matrix, indicating a hold and maintain strategy. Furthermore, the SWOT analysis positioned the business in Quadrant I, suggesting an aggressive (SO) strategy by utilizing internal strengths to maximize external opportunities. The recommended strategies include improving production quality, adopting aquaculture technologies, expanding marketing networks, strengthening partnerships with suppliers and consumers, and enhancing farm management to support sustainable shrimp farming.
