Abstract

The Internet of Things (IoT) has become an increasingly prominent component of public-sector digital transformation, yet conceptual and evidence-based research on its adoption in the Indonesian government context remains limited. Drawing on a literature-based synthesis of peer-reviewed studies, policy documents, and government publications, this study examines the potential of IoT adoption in the Indonesian public sector through the Technology–Organization–Environment (TOE) framework, addressing three questions: (1) what potential applications IoT offers in the public sector, (2) to what extent IoT adoption is feasible in Indonesia when assessed through the TOE perspective, and (3) what barriers and governance challenges must be anticipated. Rather than relying on primary field data, the study synthesizes secondary evidence across the three TOE dimensions to assess technological readiness, organizational capacity, and environmental conditions. The reviewed evidence indicates that documented and piloted IoT applications in Indonesia remain concentrated in a small number of large cities, primarily in smart-city governance, while adoption feasibility appears conditional rather than uniform: technological potential is spatially uneven, organizational capacity is constrained by limited digital literacy and institutional fragmentation, and the environmental (regulatory) context provides a foundation whose enforcement remains inconsistent. Based on this synthesis, the study argues that governance capacity, rather than technological availability, is the principal constraint on IoT adoption in Indonesia's public sector. Its main contribution is to reframe IoT adoption in a developing-country public-sector setting primarily as an institutional-governance challenge, offering a TOE-based analytical structure and policy-relevant priorities for interoperability, digital-literacy investment, and regulatory enforcement to guide subsequent empirical research.
