Abstract

Floods are the most frequent natural disaster in Aceh Tamiang Regency, Indonesia, most recently causing severe loss of life during the November 2025 flash flood associated with Tropical Cyclone Senyar (101 fatalities and 252,623 evacuees; BNPB, updated 10 December 2025). Although disaster literacy and self-efficacy are established predictors of preparedness behavior, most prior studies examined them separately, leaving unclear how much they jointly explain once modeled as latent constructs. This study evaluated the measurement model and analyzed the relationship of disaster literacy and self-efficacy with flood disaster preparedness behavior in Aceh Tamiang Regency. Using a quantitative cross-sectional design, data were collected from 302 respondents across 12 sub-districts and analyzed using Covariance-Based Structural Equation Modeling (CB-SEM) with item parceling. The measurement model showed adequate validity and reliability, and acceptable overall model fit. Disaster literacy was the stronger correlate of preparedness behavior (β = 0.483, p < .001), followed by self-efficacy (β = 0.234, p < .001); together they explained 35.3% of the variance in preparedness behavior. An exploratory analysis suggested self-efficacy may partially mediate (13.1%) the literacy–preparedness relationship, though this result should be treated as preliminary given the cross-sectional design. These findings suggest that community preparedness programs in Aceh Tamiang may benefit from combining information provision with confidence-building components rather than relying on either alone
