Abstract

The beef cattle subsector is strategic for rural development and poverty reduction in Indonesia, but domestic production remains insufficient. In 2022, imports accounted for 30% of the national beef supply, while smallholders managed 98% of cattle with small herds and limited management capacity. This study assessed farmer competence and priority strategies for developing the beef cattle enterprise at the Brahman Sejahtera Cooperative in Subang Regency, West Java, Indonesia. Conducted from June to December 2025, it involved 60 participants. Primary data came from interviews, questionnaires, and observations; secondary data came from institutional sources. Instruments met validity (r ≥ 0.361) and reliability (α ≥ 0.60) criteria. Data were analyzed using Likert-scale assessment, IFE, EFE, the IE matrix, SWOT, and QSPM. Farmers had adequate technical competence but weak managerial competence and low technology adoption and innovation. They showed high interest in extension activities, indicating capacity-development potential. IFE and EFE scores of 2.985 and 3.000 placed the cooperative in the growth-and-build category. Major strengths were local feed resources, farmer motivation, legal status, business units, and support; weaknesses included limited capital, low education, governance constraints, and seasonal forage. QSPM prioritized continuous extension, training, demonstrations, and field visits (TAS 5.245).
