Abstract

Indonesia’s Village Fund (Dana Desa) program has become one of the primary fiscal instruments through which environmental programs including waste management, water and sanitation infrastructure, coastal and riverbank protection, and small-scale reforestation are financed at the village level. Existing research on Village Fund allocation for environmental purposes is overwhelmingly descriptive, documenting budget amounts, disbursement schedules, and compliance with national priority-use regulations, while paying comparatively little attention to the relational structure of collaboration among the government agencies, facilitation bodies, and community groups that jointly shape how environmental funds move from budget allocation to field implementation. This study addresses that gap by applying Social Network Analysis (SNA) to reconstruct and analyze the inter-agency fiscal collaboration network underlying environmental Village Fund allocation in a sample of villages across two districts in Bengkulu Province. Using a mixed quantitative-qualitative SNA design that combines network-mapping interviews, financial documentation review, and a structured relational survey administered to key institutional informants, the study constructs a sociomatrix of ten core actors and computes degree centrality, betweenness centrality, closeness centrality, and overall network density. Findings show that the sub-district (kecamatan) facilitation office and the district Village Community Empowerment Agency occupy the most central and highest-betweenness positions in the network, functioning simultaneously as critical coordination hubs and as structural bottlenecks that can delay fund disbursement and technical verification. Community-based environmental groups (Pokmas) and non-governmental facilitators, despite their direct implementation role, occupy comparatively peripheral network positions with limited direct ties to district-level financial authorities.
