Abstract

The global transition toward a green economy has accelerated employment growth in renewable energy, circular economy, and waste management sectors. However, emerging evidence challenges the assumption that green jobs are inherently safer and healthier than conventional work, yet this evidence remains fragmented across sectors and regions, warranting a systematic synthesis. Workers in sectors such as photovoltaic manufacturing, wind energy, and electronic waste recycling face novel occupational hazards that existing Occupational Safety and Health (OSH) frameworks often struggle to address. This Systematic Literature Review (SLR) examines the relationship between green jobs and OSH, identifies occupational risks, analyses integration challenges, and explores opportunities to strengthen governance and policy alignment. A systematic search following PRISMA 2020 guidelines was conducted between April and June 2026 using Google Scholar and Elicit AI, covering English- and Indonesian-language publications, 2008-2025. Of 250 records identified, 69 studies met the inclusion criteria after duplicate removal and screening. The relationship between green jobs and OSH proved complex and conditional rather than inherently positive. Eight major risk categories were identified: physical, chemical, technological, ergonomic, climate-related, biological, psychosocial, and organizational. Key challenges include regulatory lag, fragmented governance, definitional ambiguity, lifecycle blind spots, and limited data availability. Opportunities include policy integration, proactive risk governance, capacity building, and technological innovation. Green jobs cannot be assumed safe by default where their sustainability depends on systematic OSH integration throughout the lifecycle of green work systems, supported by adaptive governance and evidence-based policy. Significant research gaps remain, particularly in developing countries and regarding long-term worker health outcomes.
