Abstract

Unemployment is a key indicator of the failure to absorb labor in development. High unemployment rates reflect imbalances in the labor market and have a negative impact on regional welfare and the economy. This study aims to analyze the dynamics and determinants of the Open Unemployment Rate (OUR) in seven regencies and cities in the Riau Islands Province. The independent variables used include the Human Development Index (HDI), Population, Regency/City Minimum Wage (UMK), and Labor Force Participation Rate (LFPR). Secondary data were analyzed using a Fixed Effects Model (FEM) panel data regression, selected via the Chow and Hausman tests using EViews 12, and meeting classical assumptions. Descriptive analysis revealed that the highest TPT occurred in Batam City at 11.79% and the lowest in Anambas Islands Regency at 3.44%. Based on the Fixed Effects Model, the results indicate that the t-test for the Human Development Index (HDI) showed a positive but insignificant effect, while Population Size had a negative and significant effect, the UMK had a negative and significant effect, and the Labor Force Participation Rate (TPAK) had a negative but insignificant effect. Based on the F-test results, all variables were found to have a significant effect on the TPT, with an F-statistic of 18.72834 (p=0.0000) and a R-Squared  (R²) of 0,812171%.
