Abstract

Purpose: This study analyzes the implementation of the ChildFriendly Regency policy in Gianyar Regency, Bali, established through Regional Regulation Number 9 of 2022, and identifies the constraints encountered in its implementation. Research Methodology: A descriptive qualitative approach was employed, drawing on interviews with five purposively selected informants across key institutions, together with observation and policy documents, and analyzed through data reduction, data display, and conclusion drawing using Van Meter and Van Horn's implementation model. Results: The policy has generally been implemented well but is not yet fully optimized. Standards and objectives are clear, institutional and service support is available, the Child-Friendly Regency Task Force functions as a coordination forum, crosssector communication operates, and implementers show good commitment. However, four constraints persist: suboptimal cross-sector coordination, limited resources and unequal service coverage, evolving child-related problems, and uneven community and child participation. Conclusions: Implementation succeeds in establishing the instruments of policy but falls short in equalizing outcomes; stronger coordination, more equitable services, enhanced capacity, and broader participation are required. Limitations: As a single-regency qualitative study with a small purposive sample, the findings are context-specific and not directly generalizable. Contributions: The study offers context-specific evidence on child-friendly policy implementation in a Balinese regency and demonstrates the analytical value of the Van Meter and Van Horn model in this setting.
