This study aims to analyze the comformity of fish aggreating device (FAD) placement locations with the Marine Spatial Plan of Papua Province, evaluate fishermen’s level of understanding regarding environmentally friendly FADs, and identify conflicts in marine space utilization in the waters of Jayapura City. This research employs a qualitative approach with a case study method. Data were collected trough documentation, interviews, questionnaries, and direct obeservation, then analyzed using pattern-matching, explanation-building , and source triangulation techniques. The result indicate that FAD placement does not fullu conform to established zoning an regulatory provisions. This non-compliance stems from traditional practices that predate formal regulations, limited socialization and outreach, the absence of spesific Regional Regulations, and weak supervision and law enforcement. Furthermore, the construction of FADs currently in use fails to meet established technical standards. These conditions have triggered conflicts in marine space utilization, practicularly regarding FAD ownership and compensation for demages. This study concludes with recommendations for the formulation of specific regulations governing FADs, improved socialization and data collection, strengthened supervision, and the establishment of transparent compensation mechanisms that respect the customary wisdom of indigenous communities.
