Coastal communities often face various vulnerabilities despite living in areas with abundant marine resources. This study analyzes the BERLIAN Program, a corporate social responsibility (CSR) initiative implemented by PT Pertamina Patra Niaga Fuel Terminal Maumere in Tana Duen Village, Sikka Regency, East Nusa Tenggara. It aims to examine the community empowerment process facilitated by the program, particularly regarding the utilization of local assets, community participation, and program sustainability. The findings indicate that the program has strengthened community capacity through the establishment of a fishermen's group, coral reef rehabilitation using the bioreeftek method, and the development of community-based tourism initiatives in the Nuba Nanga coastal area. The study also reveals variations in participation among beneficiary groups. The Mutiara Indah Group demonstrates functional participation because it was formed through external intervention, whereas the Jaring Sejahtera Group reflects self-mobilized participation that emerged from community needs and collective awareness. These findings suggest that successful community empowerment depends not only on access to resources and institutional support but also on the development of local capacity, participation, and a sense of ownership among community members.
