Abstract

Objective: This study examines ways to reduce poverty through the development of a creative economy based on local resources in Kedungadem Subdistrict, Bojonegoro Regency, Indonesia. This empirical study focuses on sustainable rural poverty alleviation and aims to identify strategic priorities for strengthening local economic development through human resource empowerment, institutional development, and multi-stakeholder collaboration. Design/Methods/Approach: This study employed a mixed-methods approach combining qualitative and quantitative methods. Data were collected through observations, questionnaires, and interviews. The study involved twelve key informants from non-governmental organizations, village administrations, academia, and local communities. The study population consisted of 935 recipients of the Family Hope Program (PKH) from three villages, and 90 respondents were selected using proportional stratified random sampling. To determine strategic priorities, the Analytical Hierarchy Process (AHP) utilized pairwise comparison, Eigen Value, Consistency Index (CI), and Consistency Ratio (CR) analyses. Findings: The results indicate that human resource development and innovation based on local potential are top priorities, followed by the development of village economic institutions and multi-stakeholder collaboration. The most important criteria include partnerships with government agencies, private organizations, and nonprofit organizations to secure funding and assistance; strengthening the managerial capacity of village-owned enterprises (BUMDes) and cooperatives; and providing entrepreneurship training and support. Originality/Value: This study contributes to the body of knowledge by applying the AHP method to formulate a creative economy-based poverty alleviation strategy. Unlike previous studies that used regression or case study approaches, this study integrates multidimensional criteria and stakeholder perspectives into a systematic decision-making framework. Practical/Policy Implications: These findings highlight the importance of strengthening village economic institutions, improving governance transparency, expanding partnerships with stakeholders, and implementing sustainable entrepreneurship and mentoring programs to support inclusive and sustainable rural poverty alleviation policies.
