Abstract

Sexual violence against children is a human rights violation that contributes significantly to morbidity and future criminal offenses, perpetuating the cycle of violence within communities and across generations. Indonesia has ratified the Convention on the Rights of the Child and translated it into the Child Protection Law. However, the number of cases of violence, particularly sexual violence, has not changed significantly from 2024 to 2025. The purpose of this study was to analyze the characteristics of perpetrators and their relationship to incidents of sexual violence. The data used were secondary data from the UPTD PPA (Empowerment and Child Protection Unit) in selected cities, which were purposively selected based on the criteria of being categorized as a Child-Friendly City (KLA) by Nindya. The results showed five types of sexual violence, with the highest proportion being molestation. Sexual violence occurred mostly against girls aged 12-17. Perpetrators of sexual violence were 100 percent male, mostly adults (18 years and older), known to the victims, and most commonly employed as laborers and teachers. Chi-square tests showed no relationship between relationship with the victim and incidents of sexual violence.
