Abstract

Non-communicable diseases (NCDs) are among the leading causes of death worldwide and represent a substantial burden on health services. Based on patient visit data at Delima General Hospital, Medan, during the previous three months, patients with NCDs accounted for 68.4% of total patient visits, indicating a high demand for NCD-related healthcare services. This study aimed to evaluate the implementation of the NCD program, identify implementation barriers, and determine potential solutions at Delima General Hospital, Medan. This study employed a qualitative design with a phenomenological approach. The main informants consisted of two individuals, namely the Hospital Director and the NCD Program Manager, while four patients served as additional informants. Data were collected through observation, in-depth interviews, documentation, and reviews of primary, secondary, and tertiary data. Data were analysed through data reduction, data presentation, and conclusion drawing and verification. The findings showed that the NCD prevention and control program had been implemented through screening and examinations, treatment, consultation, health education, and patient monitoring. Hypertension and diabetes mellitus were among the most frequently identified NCDs. However, program implementation was not yet optimal due to the lack of routine and scheduled health education, limited time and workload among healthcare workers, and inadequate patient adherence to follow-up visits and treatment. In conclusion, the NCD prevention and control program at Delima General Hospital, Medan, has been implemented but requires further strengthening. Recommended strategies include strengthening collaboration with the Health Office, increasing management support, improving patient monitoring, involving family members, and conducting regular program monitoring and evaluation.
