Purpose – This study aims to develop and verify a user-informed mobile decision-support prototype for managing developmental records of children with special needs. The prototype is intended to support structured record management and transparent developmental monitoring without functioning as an autonomous diagnostic instrument. Design/methods/approach – A prototype-oriented engineering approach was employed by translating formative institutional requirements into mobile application workflows. The prototype implemented a Weighted Sum Model (WSM) across cognitive, motor, social, and communication domains. Computational correctness and basic functionality were evaluated using synthetic records through exact-output verification by comparing application outputs with independently calculated expected results. Findings – The prototype consistently reproduced the predefined WSM calculations and category rules while supporting the documented core workflows, including data entry, calculation, storage and retrieval, result presentation, and category mapping. The findings demonstrate deterministic computational correctness and basic functional feasibility within the tested conditions. Research implications/limitations – The findings are limited to synthetic software verification and do not establish the educational or clinical validity of the assessment domains, weights, or classification thresholds. Further studies should include multidisciplinary content validation, usability and accessibility evaluation, security assessment, and field testing with real users. Originality/value – This study contributes a transparent, verification-first approach to mobile developmental monitoring by providing a reproducible computational foundation for subsequent user-centered and field validation.
