Information is now treated as a strategic asset, yet evidence on how information governance translates into organizational performance remains fragmented across separate research streams. This study aims to integrate that evidence into a single explanatory framework. A systematic literature review guided by PRISMA 2020 was conducted on 50 scholarly records published between 2021 and 2026, and the findings were analyzed through thematic synthesis. The results show that information governance acts mainly as an enabling architecture rather than a direct performance driver. Data and information quality is the principal mechanism linking governance to decision quality. Strategic decision-making capabilities, comprising analytics, business intelligence, artificial intelligence, data literacy, and analytical culture, then convert quality information into efficiency, innovation, resilience, and strategic outcomes. Leadership, culture, information technology infrastructure, environmental dynamism, and organizational resources condition these relationships. The study proposes a sequential and conditional framework expressed in six propositions and a research agenda that prioritizes integrated empirical tests, longitudinal designs, small and medium-sized enterprises, developing economies, and artificial intelligence governance.
