The management of dormitory rooms at the UPTD Pelatihan Kesehatan, North Sumatra Provincial Health Office, previously faced operational challenges due to manual administrative processes, risk of gender-based room assignment errors, and the absence of real-time occupancy monitoring. This study aims to design and build a web-based dormitory room occupancy application using the User Centered Design (UCD) method and evaluate its usability using the System Usability Scale (SUS). The UCD approach is implemented through four stages: understanding and specifying the context of use, specifying user requirements, producing design solutions, and evaluating the design. The developed application supports multi-role access for Superadmin, Admin, and Participants, automated room-capacity and gender validation, participant verification, room placement, check-in and check-out, room-status management, and reporting. Functional testing using Black Box Testing showed that the tested functions operated according to the defined scenarios. Usability testing involving 30 participants and 2 administrators produced average SUS scores of 90.66 and 90.25, respectively, both categorized as Excellent. These results indicate that the application meets the main functional requirements and provides a high level of usability for dormitory management.
