<![CDATA[The rapid development of information technology has significantly influenced public service systems, particularly in infrastructure management. Road damage remains a recurring issue that affects mobility, safety, and economic activities in many regions. Conventional reporting mechanisms are often inefficient, unstructured, and lack proper documentation, leading to delays in handling complaints. This study aims to design and implement a web mobile-based road damage reporting application integrated with location-based services. The system enables users to submit reports by including geographic coordinates, photos, and descriptions of road damage. The development process adopts a systematic approach, including system analysis, design using UML, implementation, and functional testing using Black Box Testing. The results indicate that all system features operate effectively, including user registration, report submission, data management by officers, and administrative control. The application successfully provides a structured and accessible reporting platform while supporting spatial visualization through digital maps. This system contributes to improving the efficiency and transparency of public service processes, especially in handling infrastructure complaints, and supports data-driven decision-making for local governments.]]>
