Pancasila is the foundation of the state and the source of all sources of law, serving as the normative basis for the administration of Indonesia’s legal system. However, law enforcement practices continue to face various challenges, including an overly formalistic legalistic approach, unequal access to justice, low integrity among law enforcement officials, and suboptimal protection of human rights. This study aims to analyze how the actualization of Pancasila values can promote humane law enforcement. The study employs a normative juridical method using statutory, conceptual, and literature review approaches. The analysis is conducted qualitatively based on laws and regulations, legal doctrines, and previous studies. The findings indicate that each principle of Pancasila contains values that can be translated into law enforcement practices, ranging from respect for human dignity, equality before the law, deliberation in dispute resolution, to social justice. The concept of restorative justice represents a concrete form of humane law implementation because it emphasizes victim restoration, offender accountability, and social harmony. The study concludes that actualizing Pancasila values requires strengthening legal culture, law enforcement integrity, regulations oriented toward humanitarian values, and evaluation indicators for implementing Pancasila within the national legal system.
