Abstract

Indonesia’s transition to clean energy is central to achieving inclusive, sustainable rural development, yet many villages still face energy poverty despite abundant renewable resources. This study examines four energy-independent villages: Urutsewu (Central Java), Kamanggih (East Nusa Tenggara), Andung Biru (East Java), and Seriwe (West Nusa Tenggara) to identify how community-led, context-specific renewable energy systems deliver social, economic, and environmental benefits. Using a qualitative multiple case-study design, we synthesized secondary sources and applied thematic cross-case analysis. Findings show that (i) technology choices were tightly matched to local endowments (biogas from livestock/tofu waste; micro-hydro; solar PV; wind; solar-powered drying/desalination), (ii) community ownership through cooperatives or village groups underpinned operation, maintenance, and equitable benefit-sharing, and (iii) multi-stakeholder collaboration (local government, NGOs, universities, and private sector) was decisive in overcoming financing and technical barriers. Reported outcomes included reduced household energy costs, improved sanitation, new income streams (e.g., sale of surplus energy or value-added products), enhanced public services (lighting for schools/clinics), women’s economic empowerment, and lower emissions. We conclude that scaling Indonesia’s energy-independent village models requires stable policy incentives, accessible finance, and sustained capacity-building to institutionalize community governance and enable grid integration.
