Abstract

Flooding is a recurrent problem in Pakal District, Surabaya City, highlighting the need for flood control infrastructure such as pump houses and retention ponds (bozem). This study aims to analyze the effectiveness of the governance of pump house and retention pond development in flood mitigation efforts in Pakal District. This study employed a qualitative approach with a descriptive method, using interviews, observations, and documentation for data collection. The analysis was based on Duncan’s organizational effectiveness theory in Steers (1985), which consists of three indicators: goal attainment, integration, and adaptation. The results indicate that the governance of pump house and retention pond development has contributed to reducing flood inundation. However, flooding still occurs in several locations during high-intensity rainfall. In addition, several challenges remain, including uneven dissemination of information to the community and delays in project implementation due to budget constraints. Therefore, enhanced monitoring of flood-prone areas, strengthened public outreach, and continuous optimization of flood control infrastructure maintenance are necessary to improve the effectiveness of flood mitigation efforts.
