The Central Statistics Agency (BPS) is nationally responsible for the availability of data needed for sectoral and cross-sectoral development planning in Indonesia. The data used for development planning in the manpower sector is collected through the National Labor Force Survey (Sakernas). Since 2015, Sakernas has been designed using the Three Stage Sampling method (Census Block Panel) and is held every semester, namely in February and August. The Small Area Estimation (SAE) method is an alternative that can be used to estimate parameters in an area with sufficient precision when the sample size in that area is too small. The SAE method using the Zero Inflated Binomial model can be used to estimate the Open Unemployment Rate (TPT) at the district/city level in the period August 2016 in Jambi Province. The results of the Jambi Province TPT estimation using the SAE ZIB method are the same as those published by BPS, namely there are 4 (four) unemployed people out of 100 people in the workforce. The SAE ZIB method can produce an estimate of TPT for August 2016 at the district/city level in Jambi Province which was not previously produced by BPS due to insufficient samples.
