Breastfeeding is the first step to achieving a healthy and prosperous life. However, more than half of newborn babies in the world do not receive breast milk at the start of birth. Likewise, coverage of exclusive breastfeeding in Indonesia has not yet reached the target. However, exclusive breastfeeding can reduce the risk of disease and death. Unfortunately, there is no information on the low level of exclusive breastfeeding at district/city level. For this reason, complex small area estimation is needed to estimate the parameters of the number of children aged 0โ5 months who receive exclusive breastfeeding in Indonesia at the district/city level, one of which is using Hierarchical Bayes. The results show that direct estimates for the percentage of children aged 0โ5 months who receive exclusive breast milk in Indonesia in 2023 are not of good enough quality, as indicated by the existence of districts/cities with direct estimated RSE values โโof more than 25 percent. Apart from that, there were 13 districts/cities without samples. The use of the SAE HB-Beta method and synthetic estimator has overcome zero sampling and reduced the RSE value to less than 25 percent.
