Abstract

This comparative study analyzes why Vietnam attracts more foreign direct investment than Indonesia by examining their foreign business entry legal frameworks. While Indonesia uses an integrated digital risk-based licensing system, Vietnam’s updated 2025/2026 investment framework offers flexible procedural sequencing-allowing corporate establishment before completing project registration, which reduces initial regulatory entry friction for foreign investors.
