Abstract

We investigate how demographic changes, functional position shifts, and Innovative Work Behavior (IWB) interact within Indonesia’s civil service (ASN) between 2015 and 2024.The primary aim is to link big data evidence with the broader agenda of bureaucratic reform and the vision of Indonesia Emas 2045.Drawing on public sector innovation theory and the IWB model,we conceptualize innovation not as sporadic breakthroughs but as cumulative behaviors shaped by gender, generation, and institutional context. This perspective allows us to assess whether bureaucratic reform genuinely fosters an innovative climate or remains trapped in policy inertia. We employ official BKN data from 2015–2024, processed through multivariate techniques including descriptive statistics, correlation, regression, ANOVA,PCA, and clustering. Analysis across 34 provinces identifies distinct typologies in the composition of central–regional civil servants. Results show a 12% decline in the total ASN workforce over the decade, while the proportion of women rises significantly to 57% (p < 0.01).Functional positions dominate, particularly teachers (1.26 million) and health workers (464,000).ANOVA confirms significant gender differences across positions (F = 11.76; p < 0.001).PCA reduces provincial variation to a single dominant factor (central vs.regional),while clustering yields three typologies of provinces. Notably, logistic regression achieves perfect accuracy (c = 1.0),signaling structural rigidity that may reflect policy inertia. Our findings highlight the urgency of gender-responsive career pathways, cross-generational mentoring, and the strengthening of functional competencies.Theoretically, this study enriches the understanding of IWB in developing-country bureaucracies by demonstrating the mediating role of demographic context. To our knowledge, this is the first study to integrate national civil service statistics with IWB theory through comprehensive multivariate modeling.
