This study aims to analyze the effects of the open unemployment rate (OUR), government spending (GS), and the human development index (HDI) on poverty rates in 11 regencies/cities in Jambi Province for the period 2020–2024, as well as to formulate poverty alleviation strategies through PESTEL analysis. The method used is panel data regression with the Fixed Effects Model (FEM). The results show that the OUR has no significant effect on poverty (prob. 0.7392), while GG and HDI have negative and significant effects on poverty with probabilities of 0.0133 and 0.0005, respectively. The model explains 98,89% of the variation in poverty across districts/cities. The PESTEL analysis identifies six poverty alleviation strategies: strengthening governance, economic diversification, improving human resource quality, digital transformation, strengthening environmental resilience, and legal certainty
