Abstract

Employee work productivity is an important element of public organizational success because it reflects employees' ability to produce effective, efficient, high-quality work in accordance with established targets. This study examines the effects of Work Culture and Individual Characteristics on Employee Work Productivity at the Kediri Middle-Type Customs and Excise Supervision and Service Office. The study employed a quantitative, verificative, explanatory research design. The population consisted of 82 employees, and 70 employees were selected through purposive sampling based on three criteria: not being assigned outside the city, serving in executive positions, and being under 50 years of age. Data were collected using a Likert-scale questionnaire and analyzed using Structural Equation Modeling-Partial Least Squares (SEM-PLS) with SmartPLS 4.0 through measurement-model assessment, structural-model assessment, and bootstrapping. The results show that Work Culture has a positive and significant effect on Work Productivity (β = 0.659; t = 7.744; p < 0.001), while Individual Characteristics also have a positive and significant effect (β = 0.312; t = 3.567; p < 0.001). The R² value of 0.872 indicates that Work Culture and Individual Characteristics explain 87.2% of the variance in Work Productivity. Work Culture is the dominant predictor with f² = 1.084, whereas Individual Characteristics have f² = 0.244. The findings indicate that strengthening attitudes toward work, work behavior, and discipline, together with employees' abilities, values, attitudes, and interests, can improve work productivity. Interpretation should nevertheless consider that discriminant validity was not fully established.
