The effective implementation of an information system is determined not only by its technical quality but also by its alignment with user needs and the level of user acceptance of the technology. PT TASPEN (Persero), Bogor Branch Office, developed SIDOSIR, an information system for borrowing Dosir (personnel archive) files, which is intended for mandatory use but has not yet been deployed operationally. This study aims to evaluate the usability and user acceptance of SIDOSIR before its operational deployment (pre-deployment evaluation). This study contributes to the literature on mandatory-use internal information systems by integrating usability measurement through the System Usability Scale (SUS) with the Technology Acceptance Model (TAM) constructs, namely Perceived Usefulness (PU), Perceived Ease of Use (PEOU), and Behavioral Intention (BI). A quantitative evaluative approach was employed, involving 24 employees who were prospective SIDOSIR users, selected through total sampling. Data were collected through system-use scenarios, followed by questionnaire administration, and analyzed using descriptive statistics, Spearman's rank-order correlation, and multiple linear regression. The results show that SIDOSIR achieved a mean SUS score of 87.19, classified as "Excellent," with mean scores of 4.66 for PU, 4.48 for PEOU, and 4.85 for BI. However, usability, PU, and PEOU were not found to have statistically significant relationships with or contributions to BI (p > 0.05). These findings indicate that high initial evaluation scores for SIDOSIR do not necessarily reflect statistically significant relationships among the constructs in the context of a mandatory-use internal information system. Therefore, further evaluation is needed after the system has been deployed operationally.
