This study aims to design the Cibatu Fuel Terminal as a new Pertamax distribution facility to support the Eastern Priangan region and reduce dependency on the Tasikmalaya Fuel Terminal. Pertamax demand was estimated using a Bottom-Up approach based on vehicle population and service station characteristics. The terminal location was determined using the Center of Gravity (CoG) method, while demand forecasting was conducted using the SARIMA model based on historical demand data. Furthermore, the Fuel Terminal facilities were designed, distribution routes were optimized using the Saving Matrix method, and investment feasibility was evaluated through CAPEX, OPEX, NPV, IRR, Payback Period, and sensitivity analysis. The results indicate that the optimal Fuel Terminal location is in Cibatu District, Garut Regency, at coordinates -7.045393 and 107.99631. The proposed terminal serves 62 service stations within a 30 km service radius, with a projected Pertamax demand of 139,099 KL per year in 2026. Distribution optimization achieved a travel distance reduction of 49.51%. Economic evaluation shows that pipeline transportation is the most feasible alternative for supporting the operation of the Cibatu Fuel Terminal.
