This study aims to analyze the influence of poverty, economic growth, and open unemployment on theHuman Development Index (HDI) in the inland (Riau Daratan) and coastal (Riau Pesisir) regions of RiauProvince. The data used are panel data of districts/municipalities for the period 2017-2024, obtained fromthe Central Bureau of Statistics (BPS). The analytical method applied is panel data regression using both theFixed Effect Model (FEM) and the Random Effect Model (REM), selected through model specification tests. The findings show that poverty has a negative and significant effect on HDI in both regions, indicating thathigher poverty levels hinder the achievement of human development. Economic growth has no significanteffect on HDI, either in Riau Daratan or Riau Pesisir, due to the dominance of capital-intensive economicsectors that have not been able to evenly improve community welfare. Meanwhile, open unemployment has anegative and significant effect on HDI in Riau Daratan but shows no significant effect in Riau Pesisir.Overall, this study emphasizes that improving HDI in Riau Province cannot rely solely on economic growth, but alsorequires efforts to reduce poverty and unemployment, particularly in urban areas.
