Abstract

Farmer capacity is a critical factor in determining the success of lowland rice farming management, as it reflects farmers’ ability to manage resources, adopt agricultural technologies, and utilize social support to enhance sustainable productivity. Despite the implementation of various agricultural development programs, rice productivity in several regions remains fluctuating, indicating disparities in farmers’ capacities to manage farming activities effectively. This study aimed to analyze the dimensions of farmer capacity in lowland rice farming management, encompassing managerial, technical, and social capacities, in Rampoang Village, Tana Lili District, North Luwu Regency, Indonesia. A quantitative approach with a descriptive research design was employed. The study involved 51 rice farmers selected through stratified random sampling from a population of 106 farmers. Data were collected through structured interviews using questionnaires, field observations, and documentation review. Farmer capacity was measured using a five-point Likert scale and analyzed descriptively through frequency distributions, percentages, and class interval analysis to classify capacity levels into high, moderate, and low categories. The findings revealed that farmer capacity was generally classified as high, accounting for 50.99% of respondents, while 45.10% and 3.91% were categorized as moderate and low, respectively. Among the three dimensions examined, technical capacity emerged as the most dominant, with 76.47% of respondents classified in the high category, followed by social capacity (49.02%) and managerial capacity (43.14%). The high level of technical capacity indicates that most farmers have been able to implement recommended cultivation practices effectively, whereas social capacity is supported by relatively strong institutional relationships. However, managerial capacity related to farm evaluation and farmers’ participation in agricultural extension activities within the social dimension still require further improvement. Therefore, strengthening farmer capacity should be pursued in a balanced manner by enhancing managerial, technical, and social competencies to promote more effective, adaptive, and sustainable lowland rice farming management, while also providing a foundation for developing more participatory and farmer-oriented agricultural extension strategies.
