Manual management of patient scheduling and queuing at first-level healthcare clinics often leads to operational bottlenecks, excessive waiting times, patient congestion in waiting rooms, and administrative recording errors. This study aims to develop and implement a clinic patient scheduling and queue management system based on web and mobile platforms integrated with automated Telegram notifications. The system development follows the Waterfall model comprising four structured phases: requirements analysis, system design, implementation, and testing. The architecture utilizes PHP for the web-based administrative backend, Flutter as the mobile application framework, MySQL as the database management system, and the Telegram Bot API as an asynchronous real-time notification gateway. The web portal enables clinic administrators to manage doctor practice schedules, patient quotas, and queue dispatching, while the mobile application allows patients to register independently, select consultation slots, obtain queue tokens, monitor live queuing positions, and track appointment history. Functional evaluation using the Black Box Testing method revealed that all system features operated validly in accordance with the specified requirements without logical errors. The implementation of this system is intended to improve the effectiveness of doctor scheduling and patient queue management while facilitating patients' access to information about clinic services.
