Abstract

Indonesia holds the world's largest mangrove ecosystem, with Paluh Getah Beach in Tanjung Rejo Village, North Sumatra, standing out as a promising mangrove ecotourism destination that supports both community livelihoods and the achievement of the Sustainable Development Goals (SDGs), particularly Goals 8, 13, 14, and 15. Despite this potential, the management of the area has been hindered by a tenurial conflict between the local community and the Bakti Nyata Forest Farmer Group (KTHBN). This study aims to analyze the tenurial conflict occurring between the local community and KTHBN and to examine the pattern of collaborative governance that can be built to support sustainable mangrove ecotourism management and the achievement of the SDGs at Paluh Getah Beach. A qualitative descriptive approach with a case study design was employed, with data gathered through field observation, in-depth interviews with affected residents and ecotourism managers, and documentation of relevant spatial-planning regulations, then analyzed through content analysis and inductive analysis. The findings show that the tenurial conflict has restricted community access to mangrove resources, stalled local economic initiatives, and limited the equitable distribution of ecotourism benefits managed by the Village-Owned Enterprise (BUMDes), while collaboration among the community, KTHBN, the village government, and external partners remains fragmented and disconnected. The study concludes that resolving the tenurial conflict and establishing an inclusive, multi-stakeholder governance framework are fundamental preconditions for sustainable mangrove ecotourism management and the achievement of the SDGs at Paluh Getah Beach.
