PENGARUH POLITIK ANGGARAN DAN KAPASITAS SUMBER DAYA MANUSIA TERHADAP PROSES PENYUSUNAN PENDAPATAN DAN BELANJA ACEH (Studi Pada Satuan Kerja Perangkat Aceh)

Abstract:This articelis aimed to examine the effect of budgetary politics and human resource capacity, either simultaneously or partially on the process of preparing the Budget and Expenditure Aceh (APBA).This articelstarts with literature review, a discussion of research methods, and a discussion results.At the end of the paper is some conclusions and suggestion.The population of this study was 48 Offices and Services of the Government of Aceh (SKPA, which includes board, and offices.The data was collected directly by using a questioner. Then, the data was analyzed by using the multiple by using SPSS V. 20.The results of this papershow that political variables budgetary and human resource capacity have simultaneous influence on the preparation process the budget (APBA). Partially, budget politics and human resource capacity have positive influence on the process of preparation of the APBA. This paperimplies that the politics of the budget and human resources capacity is a factor that affects the process of preparation of the APBA, and therefore, when the budget politics goes well and the capacity of human resources increases, the APBA preparation process can be done more effectively, efficiently, and eventually it can increase government accountability.Therefore, it is hoped that the Government of Aceh could consider these two variables in the process of preparation of the APBA. Keywords:Budget Politics, Human Resources Capacity and Budget Formulation Process of Aceh. Abstrak:Artikel ini bertujuan menguji pengaruh politik anggaran dan  kapasitas sumber daya manusia, baik secara simultan maupun secara parsial terhadap proses penyusunan Anggaran dan Pendapatan Belanja Aceh (APBA). Artikel ini dimulai dari kajian pustaka, diikuti oleh pembahasan metode penelitian, dan hasil pembahasan diakhiri dengan kesimpulan dan saran. Populasi dalam penelitian ini adalah 48 Satuan Kerja Perangkat Aceh (SKPA) yang terdiri dari badan, dinas, dan kantor.Teknik pengumpulan data dilakukan secara langsung menggunakan kuesioner. Selanjutnya data dianalisis menggunakan regresi linier berganda dengan bantuan program SPSS Versi 20. Hasil artikel ini menunjukkan bahwa variabel politik anggaran dan kapasitas sumber daya manusia berpengaruh secara simultan terhadap proses penyusunan (APBA). Secara parsial politik anggaran dan kapasitas sumber daya manusia berpengaruh positif terhadap proses penyusunan APBA.Implikasi dari hasil penelitian ini menyatakan bahwa politik anggaran dan kapasitas sumber daya manusia merupakan faktor yang mempengaruhi proses penyusunan APBA, sehingga bila politik anggaran berjalan dengan baik dan kapasitas sumber daya manusia meningkat, maka proses penyusunan APBA dapat berjalan lebih efektif, efisien, serta dapat meningkatkan akutanbilitas pemerintah, sehingga Pemerintah Aceh dapat mempertimbangkan kedua variabel ini dalam proses penyusunan APBA.  Kata Kunci: Politik Anggaran, Kapasitas Sumber Daya Manusia, dan Proses Penyusunan Anggaran Belanja Aceh.
