PENGARUH PEMAHAMAN ATAS SISTEM AKUNTANSI KEUANGAN DAERAH DAN PERAN PENGAWAS FUNGSIONAL TERHADAP EFEKTIVITAS PENGELOLAAN KEUANGAN DAERAH (Studi pada Satuan Kerja Perangkat Aceh di Pemerintah Aceh)

Abstract:This study aimed to examine the influence of the understanding of the local financial accounting system and the role of the functional control (either simultaneously or partially) on the effectiveness of the local financial management (a study at Aceh work units of the Government of Aceh). This is a hypothesis testing research which was based on the data collected by means of questionnaires and analysed by using multiple linear regressions. The population comprised 48 Finance Administration Officers (PPK) of SKPA of the Aceh Government. The data analysis was carried out by using SPSS (Statistical Package for Social Science) version 20. The results show that (1) the understanding of local financial accounting system and the role of functional control simultaneously have an influence on the effectiveness of  the local financial management of the Aceh Government, (2) the understanding of local financial accounting system has a positive influence on the effectiveness of the local financial management of the Aceh Government, and (3) the role of functional control has a positive influence on the effectiveness of  the local financial management of the Aceh Government. Keywords:Effectiveness of Local Financial Management,Local FinancialAccounting System, and Role of Functional Control. Abstrak:Penelitian ini bertujuan untuk menguji pengaruh pemahaman atas sistem akuntansi keuangan daerah dan peran pengawas fungsional (baik secara simultan maupun parsial) terhadap efektivitas pengelolaan keuangan daerah (studi pada Satuan Kerja Perangkat Aceh di Pemerintah Aceh). Penelitian ini merupakan hypothesis testing research dengan pengujian menggunakan regresi linear berganda dari data yang dikumpulkan melalui kuisioner. Populasi penelitian merupakan 48 Pejabat Penatausahaan Keuangan (PPK) SKPAyang ada di Pemerintah Aceh. Analisis data dilakukan menggunakan SPSS (Statistical Package for Social Science) versi 20. Hasil penelitian menunjukkan bahwa (1) pemahaman atas sistem akuntansi keuangan daerah dan peran pengawas fungsional secara bersama-sama berpengaruh terhadap efektivitas pengelolaan keuangan daerah pada Pemerintah Aceh, (2) pemahaman atas sistem akuntansi keuangan daerah berpengaruh positif terhadap efektivitas pengelolaan keuangan daerah pada Pemerintah Aceh, dan (3) peran pengawas fungsional berpengaruh positif terhadap efektivitas pengelolaan keuangan daerah pada Pemerintah Aceh. Kata Kunci: Efektivitas Pengelolaan Keuangan Daerah, Sistem Akuntansi Keuangan Daerah, dan Peran Pengawas Fungsional.
