IMPLEMENTASI KEBIJAKAN PEMERINTAH ACEH BESAR TERHADAP PENGELOLAAN SAMPAH

ABSTRAK Pemerintah Kabupaten Aceh Besar guna mengelola sampah membuat suatu kebijakan yaitu Qanun nomor 11 tahun 2008 tentang pengelolaan kebersihan dan retribusi pelayanan yang dimana penjabaran mengenai tata cara pelaksanaannya diatur dalam Qanun tersebut. Namun pelayanan terhadap pengeloaan sampah di Aceh Besar Sejauh ini masih terlihat belum efektif. Hal tersebut tampak dari banyaknya tumpukan-tumpukan sampah yang ada di kawasan Aceh Besar. Dampak dari tumpukan sampah tersebut adalah sumber penyakit, banjir, udara yang tidak sedap, serta berdampak pada keindahan Kabupaten Aceh Besar. Adapun tujuan dari penelitian ini adalah mengetahui bagaimana proses implementasi kebijakan Pemerintah terhadap pengelolaan sampah di kabupaten Aceh besar dan mengetahui bagaimana peran Pemerintah Aceh Besar dalam mengontrol kebijakan pengelolaan sampah di kabupaten Aceh Besar. Penelitian ini menggunakan metode Kualitatif, hasil penelitian didapatkan dari observasi ke lapangan melalui wawancara dan dokumentasi, serta mendeskripsikan hasil sesuai dengan kondisi yang terjadi, di mana hasil penelitian bersifat deskripsi yaitu memberi gambaran dan penjelasan yang tepat mengenai persoalan yang dihadapi. Hasil Penelitian ini menunjukkan bahwa ada beberapa Faktor utama penyebab buruknya implementasi kebijakan. Faktor tersebut adalah minimnya anggaran terhadap pengelolaan sampah, luas area Kabupaten Aceh Besar yang mempengaruhi aspek pengelolaan sampah dan kurangnya sumber daya manusia yang mendukung jalan proses pengelolaaan sampah di Kabupaten Acen Besar.  Kesimpulan dari penelitian ini adalah kebijakan Qanun Nomor 11 Tahun 2008 tentang pengelolaan kebersihan dan retribusi pelayanan kebersihan atau persampahan tidak berjalan dengan baik.  Regency goverment of Aceh Besar has a policy on waste management that is the Qanun (Regional Regulation) number 11 of 2008 regarding the management of cleanliness and service retribution. However, the service of waste management in Aceh Besar so far  is still not effective. This is eviden from the  piles of garbage that exist in the area of Aceh Besar. The waste piles become yhe source of disease and unpleasant smell. It can  cause floods and give a bad inpact to the beauty of Aceh Besar Regency The purpose of this study wa yo find out the implementation process of the goverment policy on waste management  in Aceh Besar Regency and to determine the role  of Aceh Besar Goverment in implementing the waste management policy  in Aceh Besar Regency. This study used the qualitative method, the result of the research is obtained from field observation through interview and documentation, and describe the result according to the condition that happened, where the result of the research is the description that gives the description and the right explanation about the problem faced. The results of this study indicate that there are several main factors causing poor implementation of the policy. These factors are the lack of budget for waste management, the area of Aceh Besar Regency that influences the waste management aspect and the lack of human resources supporting the process of waste management in the district of Acen Besar.  The conclusion of this research is the policy of Qanun Number 11 of 2008 about the management of hygiene and levy service of hygiene or garbage do not run well.
