Fathia Fernanda, Effendi Hasan(fathiafernanda88@gmail.com, effendihasan@unsyiah.ac.id) Program Studi Ilmu Politik, FISIP, Universitas Syiah Kuala ABSTRAK Penyelenggaraan Pelayanan Publik di Kantor Balai Riset dan Standardisasi Industri Banda Aceh sosialisasi persyaratan yang harus dipenuhi oleh masyarakat apabila ingin melakukan pengujian. Tujuan dari penelitian ini untuk menganalisis kualitas Pelayanan Publik terhadap pelaksanaan kegiatan pengujian produk di Balai Riset dan Standardisasi Industri Banda Aceh. Data yang diperlukan dalam penelitian ini diperoleh melalui penelitian lapangan. Penelitian lapangan dilakukan dengan cara wawancara langsung informan yang sudah ditetapkan yang berkitan dengan penelitian. Hasil penelitian menunjukkan bahwa Pelayanan Pengujian Produk di Kantor Balai Riset Standardisasi Industri Banda Aceh (Baristand Industri Banda Aceh) telah menerapkan asas transparansi, partisipatif, akuntabilitas dan keseimbangan hak serta kewajiban, nmaun demikian belum sepenuhnya merumuskan kebijakan untuk meningkat kinerja pelayanan publik. Dalam melaksanakan pengujian telah menerapkan Sistem Manajemen Mutu Laboratorium yang mengacu kepada ISO 17025-2008 untuk memastikan hasil pengujian dapat dipertanggung jawabkan dan telah mendapat Pengakuan dari Komite Akreditasi Nasional (KAN) dengan Nomor Register LP-800-IDN dan Standar Prosedur Operasional (SOP) Pelayanan Publik. Kesimpulan, Kualitas Pelayanan Publik pengujian produk di Baristand Industri Banda Aceh telah memenuhi persyaratan pelayanan minimal yang dipersyaratkan oleh Undang-Undang Nomor 25 Tahun 2009 dan Standar Operasional Prosedur (SOP) yang ditetapkan dan Kendala yang dihadapi dalam pelaksanaan pelayanan publik pengujian produk di Baristand Industri Banda Aceh yaitu pada seputar dana operasional yang masih minim dan pemahaman masyarakat tentang persyaratan layanan masih rendah sehingga mempengaruhi kinerja dalam kualitas pelayanan pengujian produk, selain itu permasalahan SDM yang belum memadai yang berakibat masih pekerjaan yang tidak dapat diselesaikan sesuai perencanaan dan berakibat terhadap kepuasan pelanggan.Kata Kunci : Pelayanan Publik, Kualitas, Pengujian Produk.ABSTRACTThe implementation of Public Service at the Office of Research and Industrial Standardization of Banda Aceh requirements of socialization that must be fulfilled by the community if they want to conduct testing. The purpose of this study is to analyze the quality of Public Service on the implementation of product testing activities at the Research and industrial standardization of Banda Aceh. The data required in this research was obtained through the field research. Field research was conducted by direct interviews of informants that have been appointed and related to this research. The results show that Product Testing Services at the Office of Research Center for Industrial Standardization of Banda Aceh (Baristand Industries Banda Aceh) have applied the principles of transparency, participation, accountability and balance of rights and obligations, but not yet fully formulate policies to improve the performance of public services. In carrying out the test has applied Laboratory Quality Management System which refers to ISO 17025-2008 to ensure the test results can be accountable and has received Recognition from the National Accreditation Committee (KAN) with the Register Number LP-800-IDN and Standard Operating Procedures (SOP) Public Services . Conclusion, the Quality of Public Services product testing at Baristand Industries Banda Aceh has met the minimum service requirements required by Law Number 25 Year 2009 and Standard Operating Procedures (SOP) that have been set and the constraints that faced in the implementation of public service product testing at Baristand Industries Banda Aceh Aceh is the operational funds which is still minimum and the lack of public understanding of the terms of service so it affects the performance in the quality of product testing services, in addition to the insufficient human resources that impact the work that can not be completed as planned and affect the customer satisfactionKeywords: Public Service, Quality, Product Testing.
