Abstract

ABSTRACT :This study departed from the indication of a problem that is still low community participation in rural development Mesyam village / town . Therefore the aim of this study to answer the question " how community participation in the planning and implementation of development programs in Kampung District Mesyam Aifat Maybrat Far East District of West PapuaThe method used is descriptive method .. Sources of data / research respondents were as many as 40 people consisting of government officials villages , officials BPD / BAPERKAM , LPM and PKK officials , leaders / community leaders , and citizens generally Kampung Mesyam . Collecting data using questionnaires and assisted with interviewing techniques . The analysis technique used is descriptive analysis .Based on these results conclusions drawn : ( 1 ) Participation in the Village community Mesyam village planning / villages are generally low , (2 ) public participation in the process of Kampung Mesyam implementation / execution of development programs rural / village , it is good enough / high but generally still limited to the forms of labor participation .Starting from the conclusion of the study it is necessary to recommend the following suggestions : ( 1 ) It takes more effort to move or improve effective community participation in the planning Mesyam Kampung village development , (2 ) participation in Mesyam Village community in the implementation process or the execution of the program - rural development programs also need to be upgraded or expanded , which is not only limited to the form of force participation but also in the form of donations in accordance with the ability of the material it self.

Abstract

ABSTRACT :To achieve harmony , synchronization and integration of all program / development activities undertaken by the village government and village communities , it is necessary to coordinate the planning of rural development . But the reality shows that the coordination of many rural development planning has not been effective . This study aimed to determine how effective coordination of development planning in rural districts of East Bolaang Bolaang Bolaang .This study uses qualitative methods . Informants drawn from various parties related to development planning in the rural village heads , BPD , LPM , PKK , social organizations in the village , and the village residents . A total number of 20 informants . Primary data were collected by interview .. Analysis using qualitative analysis of interactive models .Based on the results of the study conclude : ( 1 ) Coordination with village planning is done effectively through rural development planning involving stakeholders such as BPD , Institute of Rural Community ( LPM , PKK ) , organization / community groups , and leaders / community leaders . ( 2 ) The effectiveness of coordination of rural development planning is demonstrated by several things: ( a) the plan of development programs in general are set in accordance with the aspirations and needs of the local community , and ( b ) plan development programs are generally set shows alignment , synchronization , and integration , as well as interrelated and mutually supportive ; ( c ) plan development programs set in general can be implemented in an orderly , organized and smoothly .Departing from the results of this penellian then suggested : ( 1 ) For more effective coordination of development planning in the village , the village head held in accordance with the authority should be able to contribute to the fullest ; ( 2 ) For more effective coordination of development planning in the village so it will need cooperation which either of the parties relating to rural development planningKeywords: Effectiveness, Coordination, Planning

Abstract

Abstract : Education and training is a very important factor to improve / develop the knowledge , skills and attitudes of civil servants so that it can carry out its duties effectively . This study is intended to answer the question of whether there is an influence on the effectiveness of education and training in administrative services kepagawaian BKDD Talaud Islands . Methods of research using quantitative methods . Sources of data / research respondents were all civil servants on BKDD Talaud Islands by 35 people . Collecting data using questionnaires and assisted with interviewing techniques . Analysis is a statistical analysis used linear regression and product moment correlation .Statistical analysis showed : ( 1 ) Education and training has a positive and significant functional relationship on the effectiveness of administrative services kepagawaian ( 2 ) education and training have degrees of correlation and determination were high and significant impact on the effectiveness of personnel administration services .Based on the results of the study concluded that education and training positive and significant impact on the effectiveness of personnel administration services in BKDD Talaud Islands . Based on the conclusion of the study suggested that the education and training needs to be improved to employees in BKDD Talaud Islands , especially functional education and technical training , because training is related directly to the enhancement of knowledge and skills to perform job duties of the employee .Keywords : Education and Training , Administrative Services Officer Effectiveness

Abstract

Abstrak : Environment Agency North Sulawesi governor is the element job aid in carrying out duties and functions of guidance , coordination and technical services in environmental management . To carry out the duties and functions set out policies / programs and activities undertaken . Issues to be addressed in this study is how the performance of the organization Environmental Agency of North Sulawesi in implementing the policy / program / activity has been established .This study uses qualitative methods . In this study , the performance is defined as the level of success or achievement of the implementation of the policy / program / activity has been established in the strategic planning of the organization . Level of performance or the success seen through five indicators , namely : effectiveness , efficiency , responsiveness , transparency , and accountability .Results showed : ( 1 ) the level of effectiveness achieved is well seen from the implementation of the program / activity has been established , and the level of realization or achievement of planned output targets , (2 ) the level of efficiency is better seen from the use of budget / funding and human resources ; ( 3 ) the level of responsiveness is better seen from the alignment of programs and activities adopted / implemented with environmental issues and the needs / interests of the community , (4 ) the level of transparency is seen both ease of access to the necessary information society , as well as the openness and clarity of information available or given , and ( 5 ) the level of accountability is a good views of accountability to the public or stakeholder institutions on the performance of the policy / program / activities undertaken or accomplished .Based on the results of these studies conclude that the performance of the Provincial Environmental Agency in carrying out its duties and functions related to the development , coordination and technical services in environmental management , showing good results . Conclusions based on these results it is suggested that , with the increasing environmental problems in North Sulawesi it should be anticipated by BLH with established programs / activities more and more effective . In this regard the budget / funding allocated to North Sulawesi BLH needs to be improved / added .Keywords : organizational performance , policies / programs / activities of environmental management

Abstract

Abstract

ABSTRAK : Under Regulation No. Manado City . 04 of 2008 that the Department of Hygiene and Manado City is implementing elements of success in the field of regional autonomy and landscaping to perform basic tasks in the field of local government affairs cleanliness and landscaping . In carrying out this task then set policies ( programs and activities ) , among others, is in the field of hygiene management . Issues to be addressed in this study is how the performance of the organization and Sanitation Department Manado City in hygiene management policy implementationThe research method used was a qualitative method . Levels of organizational performance seen from three aspects , namely : ( 1 ) effectiveness , ie whether hygiene management policies that have been defined and implemented to achieve planned performance targets , (2 ) efficiency , ie whether the resources used by the organization to achieve the best possible results , and ( 3 ) Responsiveness , ie whether the problems that arose related to the implementation of hygiene management tasks can be solved quickly and effectively . Data sources / informants consisted of 15 people consisting of structural and operating staff employees at the Department of Sanitation and the city of Manado . Collecting data using interview techniques . Analysis of data using qualitative analysis techniques interactive modelBased on the results of the study conclude : ( 1 ) Performance Department in the implementation of hygiene management policy effectiveness from the aspects already showed a good level / high , (2 ) performance management policy of the Department in the implementation of hygiene from the aspects efficient use of budgetary and human resources are better / high , but in the use of infrastructure / facilities ( equipment ) is less efficient , and ( 3 ) Performance Department in the implementation of hygiene management policies seen from the aspect of responsiveness showed a good level / high .Conclusions based on these results it is necessary that the suggestions put forward to improve the performance of services in the management of hygiene need additional facilities such as garbage collection carts , trash bins and countainer , and facilities / infrastructure management of sanitation / solid waste such as garbage trucks and cars for structuring ekscavator landfill . Also needs to be done or improved cooperation with the private sector in the management or other staholders cleanliness of the city .Keywords: performance, policy implementation, management of hygiene.

Opinion(PAD) is aself-sector regional revenuetaxes, levies, results oflocal state-ownedcompanies, wealthmanagementresultsinseparateareas, and otherincome of(PAD) islegitimate.In principle,theautonomous regionalgovernmentaffairsisentirely the responsibility ofthe relevant regionin terms offinancing, in accordancewith the conceptitself,which meansself-reliance. The importance ofthe financial positionof regional autonomyin thearea ofhighlyrecognized bythe government. Similarly,an alternativeway toobtainadequate financinghas also beentaken into considerationby the governmentand thepeople's representatives(DPRD). Abstract

ABSTRACT : population policy administration services stipulated in Law no. 23 of 2006 , and further elaborated in the PP . No. . 37 of 2007 and Presidential Regulation . 25 of 2008 . As a follow up of the policy then issued Regulation No. Bitung City . 5 of 2007 on the organization of registration Population and Civil Registration in Bitung , and Regulation 6 of 2007 on Population Registration Fees and Civil Registration in Bitung City , Bitung Mayor Regulation Number Number 24 Year 2008 on Details of Duties, Functions and Administration of the Department of Population and Notes civil Bitung City . This study is to answer the question of how the implementation of population policies in the service of the Department of Civil Kependudukandan Bitung City . The method used in this study is a qualitative method . The focus of the research is the implementation of " population registration services " and " the civil service " . Data source / informant research is relevant and the implementing officials at the Department of Population and Civil City of Bitung ( 9 people ) and community residents receiving services ( 4 people ) , so the total number of informants there are 13 people . Collecting data using interview techniques . The analysis technique used is the qualitative analysis of interactive models and Hubermann Miler . The results provide conclusion : ( 1 ) Implementation of service policies " resident registration " in general has done well , but the quality is not maximized ( 2 ) Implementation of service policies " civil registry " in general has done well , but the quality is also not maximized . Departing from the results of this penellian it is necessary to improving the quality of administrative services at the Department of Population and demography Civil Bitung City , among others, to improve coordination with related agencies.Keywords: demographic policy administration services.

Abstract

ABSTRACT : Mutations structural position is one way that can be done to improve public services. Mutations as well as the incarnation or embodiment of the organizational dynamics that serve as one way to achieve organizational goals and implemented to reduce the tedium of the work, increase knowledge, skills and increase motivation and morale, in addition to placing appropriate officials with expertise in the areas of their each.Issues to be addressed in this study is how the policy positions of structural mutations in the scope of the Sangihe regency government .This study uses qualitative methods. This study aims to describe, analyze and determine the impact of structural policies mutation positions in the public service with the indicators work experience, knowledge and skills as well as utilization of employees.Results of research conducted by gathering the data obtained through interviews observasidan are : ( 1 ) Work experience of maturity seen an employee who has been carrying out work in a specified period, (2 ) knowledge and skills acquired structural due to mutation, (3 ) Utilization employees through structural mutation positions to maximize employee who simply work quietly in one place only.Based on the results of the study conclude that mutations in the structural position goes normative Sangihe regency, conducted for the benefit of the organization or public service better. Policy and structural position mutations impact both on public services. Based on the conclusion of the study, it is suggested, the government made a clump positions and monitor the working climate in the scope of local government so that there is a valid handle and facilitate the implementation of the structural position mutations.Keywords : Policy, mutation,, structural position
