Abstract

Aldrin Habari Thesis titled "Government Performance Sub North Tobelo North Halmahera as one of the requirements for a bachelor's degree at the Faculty of Social and Political Science, University of Sam Ratulangi in Manado Guided by Drs.W.Y.Rompas, Msi and Dra.Joyce.J.Rares ,MsiResearch in the framework of the preparation of Tier One Degree thesis at the Faculty of Social and Political Sciences Unsrat was preceded by preliminary observations that the results show that the performance of the government district of North Tobelo North Halmahera indicated low. Thus, this study aims to assess the performance of the District Government organization North Tobelo North Halmahera. This study uses an approach or descriptive-qualitative method. Data were collected through interview techniques, observation and questionnaires were distributed to 42 respondents coming from the government district, village government and community service users in North Tobelo District Office. Once the data is collected, then analyzed by applying the frequency table analysis (analysis of the percentage). The results showed that the performance of the government district of North Tobelo, which consists of six dimensions, namely productivity, quality of service, responsiveness (responsiveness), responsibility, public accountability and justice, it is the lowest dimension of justice, while the highest average achievements is the dimension of public accountability. The low average achievement of justice has to do with cultural values are still strong paternalistic society, where officials and people were still able to be treated special than ordinary people.The conclusion that can be drawn from these results is that in general, the achievement of the performance of the District Government of North Tobelo quite high, but not optimally. This is because this new district was expanded about six years ago (still life of a baby), so there are still many limitations, both in terms of power sumebr apparatus, facilities / infrastructure, equipment and facilities of public pelaynan. It is recommended that the government should run a program empowering and coaching personnel through the establishment and coordination of Board meetings pengefektivan Harmony Ummah (bku).Keywords: Performance, Government, District.

Abstract

ABSTRACT : Baperjakat an important element in creating a theory of the right man on the right job, the right man on the right place. One way to realize this theory is the appointment of civil servants in a structural position for placement of civil servants in the structural position can increase the knowledge, skills, increase motivation and morale, and improve organizational productivity. Issues to be addressed in this study is the effectiveness of the implementation of tasks in the framework of the appointment of civil servants Baperjakat on structural position. This study uses qualitative methods.This study aims to describe, analyze and determine whether the performance of duties baperjakat team in the appointment of civil servants in the structural position has been effective indicators of job analysis, discipline, work experience, knowledge and skills and the development of human resources.Results of research conducted through the collection of data obtained through observation and interviews are: (1) job competence, (2) knowledge and skills possessed by structural, (3) before the performance of civil servanUGIANts in the shallow structural position. Based on the research that the implementation of tasks in order baperjakat appointment of civil servants are effective in structural positions in accordance with the rules in force. Based on the research conclusions, suggested again Baperjakat still need to be selective in terms of the appointment of civil servants because of the principle of "the right man on the right job, the right man on the right place" is still not fully implemented in North Halmahera district.

Abstract

Abstrak : Research carried out in the framework of thesis writing as one of the final project to earn a Bachelor's degree or bachelor degree at the Faculty of Social and Political Sciences Unsrat Manado is preceded by preliminary observations indicate that the quality of public services in the District Pineleng still low . This condition seems to be related to the level of professionalism officials also indicated that low. Thus , this study aimed to analyze the relationship between professionalism apparatus with the quality of public services in the district of Minahasa Pineleng . This study uses descriptive quantitative approach. Data were collected through questionnaires spread technique to 40 respondents from the elements and forces 40 people from the community element of service users . Data were analyzed by applying analytical techniques percentage or frequency tables analysis , and to test the hypothesis applied engineering product moment correlation analysis and simple linear regression . The results showed that the distribution of the respondents' answers to all the variables , both independent variables ( the professionalism of civil servants ) and the dependent variable ( quality of public services ) is quite varied , but the average is at medium or medium category . Meanwhile , the condition of public service quality perceived by the respondents are also service users in the category , but relatih not satisfactory . The conclusion of this study is bahawa professionalism of civil servants have a positive and significant relationship with the quality of public services , and related to both the contributive . Means that the increase or decrease in the quality of public services is determined by the professionalism of the officers in the public service task . It is recommended that the District government concern about the increasing professionalism of government officials , particularly at the village and district Pineleng through functional training techniques .Keywords : professionalism , Quality Public Services

Abstract

Abstract : From the results of research conducted by the researchers , that Impementasi Professional Development Policy Reform Improve Job Performance Bureaucracy In Organization Bureau Secretariat in North Sulawesi . Results of linear regression and simple correlation analysis turns Impementasi Professional Development Policy Reform and relationships have a positive effect on Job Performance in Organizations Secretariat Bureau of North Sulawesi . This research can be classified as an explorative survey research with quantitative methods approach . Based on the results of the study suggested professional development policy should be able to optimize the bureaucratic apparatus of education and training in the form of structurally training , functional training , technical training and professional development of personnel policy implementation Yag needs greater attention is the education and training ( technical and functional training ) because this training proved very effective for developing professionalism bureaucratic apparatus in order to optimize the execution of job duties professional development of personnel policy implementation the budget allocation for education and in-service training should be improved . Abstract

Abstract : Research in the framework of the preparation of the thesis degree * ( S - 1 ) to move from the initial observation that the effectiveness of the organization indicated BKD North Maluku province remains low . This is presumably related to the recruitment pattern of the less professional . Thus , this study aims to analyze how the influence recruitment patterns of the effectiveness of the organization BKD North Maluku province .This study uses a quantitative approach to the application of descriptive and explanatory survey . Data were collected through questionnaires distributed to instrument 60 respondents BKD employees . Once the data is collected , then analyzed by applying analysis techniques by applying frequency table analysis techniques , product moment correlation and simple regression . The results showed that recruitment is one of the very menentukkan determinant factor of success or effectiveness of the organization . Rekruitmn pattern which ignores aspects of employee competence and contaminated with corruption behavior will reflect badly on the achievement of organizational effectiveness . Not optimal achievement of organizational effectiveness BKD North Maluku province is related to employee recruitment patterns are less professional .The conclusion that can be drawn from these results is that the arrangement of the pattern of recruitment of employees with respect to the organization's needs for quality human resources will be able to push the organization's ability Regional Employment Board of North Maluku Province bias ahead to adapt to the environment , to increase the productivity of the organization and also be able to increase job satisfaction .Keywords : Recruitment , Competence , Professionalism , organization effectiveness .

Abstract

ABSTRACT : Olifia temple under the guidance of Drs. M.S. Pangkey, M.Si as Main Supervisor and Drs. A.J. Rorong, M.Si as Supervising Companion, with Thesis Title: "The Role of Governmen in Improving Education District " A Study Of UPTD West Halmahera District Lolod. In this study, there are some issues that are a barrier to improving the quality and the quality of education, especially in the West Halmahera District Loloda. The problem - the problem in question is the lack of understanding of the education system so that the responsibility for improving education in both government and the community is very low. Another problem as well as the education budget, curriculum, facilities, teachers, and other factors such as the principles of governance. All of this has not been implemented by regulations. The method used in this research is qualitative method using qualitative descriptive format. This research was conducted in the District of West Halmahera Loloda particularly in the government's efforts to improve the quality of education through UPTD. To get the expected results, then surely researchers needed a source or informant, by him that the researcher can determine the informants through a sample taken from the part of the population.Research variables consist of the independent variables and the dependent variable. Independent Variable is a role of government, while the Dependent Variable is improving education. The next step in this research using the instrument observation data collection, interviews, and through questionnaires. This study has the objective is to gain an overview of the role of government in improving education, which is expected to also get the benefit. The benefits of this research are theoretical benefits and practical benefits. Based on the results of the research can be judged that the government's role in improving education in the sub-districts of West Halmahera Loloda can work well although there are still many obstacles in the field and also the limitation of infrastructure of education, so I can say that the success of the government's role in running the school district has been running well although not quite

Abstract

Abstract : Research in the preparation of the thesis Tahir degree ( S1 ) departs from the observation that the employees at the District Office Galela North Halmahera has not shown that the optimal behavior of labor discipline , it is something to do with the application fungsinpengawasan by the leader ( Head ) are less strict . Thus , this study aimed to analyze the effect of the application of the oversight function of the discipline employee working at the district office Galela North Halmahera .Methods and approaches used in this study is a quantitative and explanatory , where the data were collected through questionnaires distributed instruments to 30 employees at the district office Galela , after the data is collected , then analyzed dngan applying simple regression analysis techniques and product moment correlation .The results showed that the average implementation oversight functions performed by the leadership , especially in the sub-district office Galela North Halmahera district has not been optimal . Not optimal implementation oversight by district Galela and this is a negative effect of the limited scope of authority that led to an attitude of doubt in taking action . The conclusion that can be drawn from these results is that the oversight function by Head penerapn very significant or noticeable effect on employee discipline at the district office Galela North Halmahera district . For that to district needs to improve oversight , especially effective monitoring instruments attached . In addition, the instrument needs to diefektifkn rewards , both pemeberian awards for employees who commit disciplinary offenses.Keyword : controlling, working discipline
