Abstract

ABSTRACT   Education  is  one  of  Indonesia’s  development  strategy  are  directed  to  build  Indonesia.  Implementation of government policies in education programs require Monitoring, Evaluation and  Supervison. Therefore with the Implementation of a quality establishment of government officials,   then  appointed  Inspectorate,  as  Supervison  agency  development,  which  serves  to  oversee  the  performance  of  the  government  on  development  activities,  staffing  activities,  and  service  to  the  community.   The purpose of this study wanted to know how the Effectiveness of Functional Supervison  Inspectorate  on  National  Education  Departements  North  Sulawesi.  This  study  used  qualitative  methods.   Study   focused   (1)   the   supervision   process   on   the   Character   of   Effectiveness   is  Productivity,  Efficiency,  Satisfaction,  Flexibility,  and  Development.  (2)  Effec tive  monitoring  results, is the achievement of goal or program policies target that has been set. Source of data /   informants interviewed as many as 13 people consisting of 1 people Head office, 1 Treasurer, 1  holders program, and 10 person staff, and process data collection using interview techniques.    The  results  showed  that:  in  general,  that  functional  supervision  conducted  by  the  Inspectorate to the National Education Departments North Sulawesi, seen from the 5 character of  effectiveness  is  good.  The  timeliness  in  carrying  out  the  task,  achieve  its  intended  purpose.  In  accordance  with  purpose  of  supervision.  Their  competence  and  results  of  monitoring  that  is  capable of providing a change. Recommendations advice to the National Education Departements  of North Sulawesi, leaders more confirms duties and functions of each fields. In order to better,  structured, thorought and more appreciative of time in carrying out the task.    Keywords : Functional Supervison Inspectorate

Abstract

ABSTRAC: The village government based on law No. 32 of 2004 concerning Regional Governments meant as Community unity village law has limits the jurisdiction, as stipulated in the Constitution of the Republic of Indonesia in 1945. In order to realize the goals of national development, the Government is giving much attention to the development in rural areas. But in fact still encounter some problems and obstacles in the development of the village. This research aims to know the relationship of the effectiveness of the leadership of the village chief with the level of community participation in development in the villages of Kembuan, Kembuan one, and the village of old Town Tonsea in North Tondano. This research uses descriptive method. The data collection has been conducted through kusioner and 80 interviews to informants consisting of: the Government Apparatus Elements 10 men of the village, 10 people's consultative body of the village of Elements (BPD), 10 LPM and elements of the PKK, 10 people elements of Civic social organization, 10 people elements of community leaders, and citizens of 30 people of the general public.The research results showed that respondents perceived leadership Effectiveness is on the category are likely higher and the effectiveness of the leadership of the village chief in the North due to a positive and highly significant effect on community participation in development of the village. The effectiveness of transformational leadership style that implements/democratic tend to be more effective in increasing public participation in the development of the village, especially in the Districts of North Minahasa Regency Tondano. Referring to the results of the findings in this study, then it can put forth suggestions that the head of the village as the formal leader closer to the community, should apply the transformational leadership style with emphasis on democratic/dimensions influence the ideal (example or charismatic) and inspirational motivation so that the dimension is expected to spur an increase in public participation in the development of the village. Abstract

ABSTRACTThis research entitled: Kinerja Badan Kepegawaian Daerah Dalam Rekrutmen Calon Pegawai Negeri Sipildi Kabupaten Halmahera Selatan, it means to find out performance of corporation employee province in SouthHalmahera and with the purpose to know and explain which factors that influence the performance ofcorporation employee province in recruitment of candidate the civil employee in South Halmahera.The information that acquired in this research are arranged by program of descriptive typ with thegrounded on survey and qualitative analysis whereas technic of data announcement that used by literature studyand field of study with the direct observation and interview towards to 8 informants.The results of this research in the field are indicating that since 2014-2015 years performance ofcorporation employee province in South Halmahera resulted in advancement or there are increase of theperformance, and there is some employer get the appreciation because they did their jobs and responsibilitieswith the perfection but there is so much obstacle happens when recruiting the employer candidate in SouthHalmahera.With these research, the corporation employee province in South Halmahera wishes their performancewill advance and they can implementation their duty and responsibility with good. In this case there are factorsthat obstruct performance of corporation employee province in South Halmahera recruits the employer are suitorage and they needed just some peoples, electronic facilities decrease, like computer, Wi-Fi and telephone andsome regions doesn’t have telecommunication access and using oceans strip and it takes so long. The corporationemployee province in South Halmahera wish the government of South Halmahera can looking at the things sothat the obstacles that happened by corporation employee province.Keyword :Performance Of Corporation Employee

Abstract

ABSTRACT : This study aims to describe the quality of service of transport, especially transport Damri pioneers in North Sulawesi in the development of the science of public administration. The Ministry is exercised by the public company Damri based on Government Regulation No. 31 of 2002 on the establishment of the public company damri, was founded to help problems in terms of transportation. However, in practice as well as the fact that there is a phenomenon of issues management and service, like many vehicles that are not worthy of wearing, not precise time in his Ministry, operational system procedures are unclear and the fare price. The research methods used in this research is a descriptive study of qualitative methods, with the techniques of primary and secondary data collection is done with the interview, observation and documentation study. As for the informant, among others: 1head of the station, 2 drivers, 2 conductor, and 7 people pioneering service user community. In the discussion of the quality of service of transport damri in North Sulawesi is related to aspects of the Tangibles, Reliability, Responsiveness, assurance and empathy can be said to have not been fullest. It is proven by the provision of the facilities, such as a waiting room, and the toilet is not yet available. In addition the complaint room service complaints also have not provided by damri public company said. Based on the discussion and conclusions on the above then suggest Damri Public Company manado station must provide to the passenger waiting room, and make a toilet in each existing fleet. In addition the need for improvements on the seat because it was not appropriate. The Damri Public Company will also have to provide media services complaints such as hot-line service. Abstract

ABSTRACT : Rolling is an incarnation or manifestation of the dynamics of organizations that serve as one way to achieve organizational goals and implemented to reduce the tedium of the job, increase knowledge, skills and increase the motivation and morale, in addition to placing the appropriate officials with expertise in the field of duty each. Problems to be answered in this research is how Rolling officials can affect the quality of public services in the scope of government staffing minahasa south. This study uses quantitative methods. This study aims to measure the relationship Rolling Minahasa district officials in the south with indicators of work experience, knowledge and skills and employees. This research was conducted by taking 5 samples at several SKPD with sample set of  20 respondents. Gathering date using questionnaires and interviews aided engineering. Date analysis using linear regression analysis and correlation of product moment. Management of data analysis using manual calculation formulas based on statistical analysis of linear regression and correlation product moment. Based on the analysis of the data showed: (1) correlation coefficient Rolling Minahasa officials in the southern district of the quality of public services is positive in the amount of 0.239 scale. (2) The correlation coefficient Rolling officials on the quality of public services delivery regency minahasa south is 0.306 while the coefficient of determination is 0.093 .  results of these studies concluded that the influence of officials Rolling positive and significant impact on the quality of public services in the district minahasa south. Abstract

Abstract: Government Regulation No. 8/2006 mentioned that the GovernmentPerformance Accountability System is at least able to inform the development ofthe output of each activity and the results of each program as established in theimplementation of the budget document. Under Law 1/2004, the implementationof the budget document, compiled by the minister / head of the institution, outlinedthe objectives to be achieved, functions, programs and details of activities, thebudget provided for achieving these goals, and plan withdrawals each unit ofwork, and revenue estimated at Kanreg XI BKN Manado. This study usedqualitative methods. Source of data / research respondents are not quantified, asneeded research. Data collection techniques using interview guide. The dataanalysis technique used is descriptive qualitative. The results showed: (1) Datareduction was found that policy Government Performance Accountability Systemhas good staying note again the things that have not been completed (2)Presentation of data found there are still things that need to be considered is theHuman Resources (Employee) , Infrastructures, and time Services. Based on theresults of the statistical analysis conclude that the implementation of GovernmentPerformance Accountability System and positive effect on the Internal EmployeesKanreg XI BKN External Employees in Manado and Other Agencies. Based onthe conclusion of the study suggested: (1) Judging from all the important aspectsof this program, the government should pay more attention again WorkingFacilities and should improve the quality of service for employees who take careof personnel administration can get good service and deserve from this policy (2)Seen of Human Resources (employee) that is, more attention again due to the factthat there is in the field is still not quite in accordance with the existing workloadso that all parties, not just employees in Kanreg XI BKN but employees of otheragencies also may pleased with this Policy.Keywords: Performance Accountability System, Government Agencies

Abstract

ABSTRACT: To maximize the benefits of decentralization in accordance with the mandate of the Act. No. 32 of 2004 so the arrangement of the New Autonomous Region became one of the important issues that are still focusing of the Government. PP. 129 of 2000 about the Formation Requirements and Criteria for Expansion, Elimination, and Regional Merger later replaced by Regulation 78 of 2007 about Procedures for the Establishment, Abolition, and Region Merging.The efforts regional division is seen as a breakthrough to accelerate development through improving the quality of and easy access to the public service for the people. Considering the regional autonomy objective is to improve the welfare of the community, get closer to public services, and strengthen regional competitiveness. This research is intended to answer the question about what is extending impact of division policy on the social economic conditions of the society in sub district Gemehof Talaud islands.This research used a descriptive-Evaluative, with a quantitative approach. Informants in this research are 15 people that were taken by proportion 5 villages: 1 rural village is in the center of town, each village in north, south, east, and west. Instrument this research is using data collection with interview. Analyze the data with quantitative analysis.The results showed: 1) Impact of the policy of regional expansion program, 2) implementation of the policy of regional expansion program. Based on the this research results conclusion that: division policy districts Talaud islands in the form of implementation programs for infrastructure development, community empowerment and community service, especially in the sub district Gemeh of Talaud islands.Based on the results of this research, the conclusion are: 1). To improve the social economic conditions of rural communities, particularly in Sub district Gemeh, it would require concerted effort of the government together with other stakeholders to work together to improve the development of rural community infrastructure, empowering people and providing excellent service to community.2) considering the division policy had a positive effect and significantly to the improvement of social economic conditions of the people, then the government needs to deal with programs that touch directly to the community that needs as an integral part of regional divisions implemented destination itself.Keywords: Impact of Regional Expansion Policy

Abstract

ABSTARCT: Every good areas of the city to the village level have programs of human resource development to its citizens. but whether the government has implemented its policy implementation is well or not in each region ? So that will impact the results. The purpose of this study was to determine the role of government in implementing human resource development policy in the sub-district Tewaan villages of Bitung city. The method used in this study is a qualitative method , as well as to find the percentage of analytical techniques with the help of the formula P = F / NX100. Data sources and respondents were 14 respondents taken 6 staff employee in the office of the villages 8 community leaders. Data collection using questionnaire and with interview techniques assisted. The results of data analysis showed : The Role of government in the implementation of human resource development policy is positive and highly significant, capable of both high and directed in improving standards of living. Based on the results of these studies concluded that the role of governmnent in implementing human resource development policy in the villages tewaan of bitung city, the government has been able to implement a very good and high quality human resources development policy because it has been as expected and needed by the community. Based on these conclusions suggested : Maintaining implementation pattern of development that has been done, focus on the implementation of human resource development in improving standards of living, continues to establish communication with all level of society in order to support the implementation of development.Keywords : Role, Policy implementation

Abstract

ABSTRACT: Accountability can live and thrive in a transparent and democratic atmosphere and the freedom to express opinions. And then, the government should really be aware the government and the public service is something can not be separated from the public. The realization of the region 's financial accountability will be the initial basis for governance better and all financial accountability that comes from public funds going smoothly as public confidence in the government in the field of financial management.This research used descriptive research through in-depth interviews to 23 informants, the data collection techniques using of observation, interviews and documentation. The resultAccountability system is one of the crucial points of the implementation of the regional administration. Accountability system is a systematic and continuous process for assessing the success or failure of governance and development activities in accordance with the policies, programs, goals, and objectives that had set in realizing the vision of the district as government of Banggai Islands set out in Medium Term Development Plan (RPJMD).The Conclusion isLocal governments is very trying to account for funds from the public for development and welfare of the communities in district of Banggai islands..Keywords: Accountability, Local Financial Management

Abstract

ABSTRACT   Parliament Secretariat is device area that has the task of providing administrative serv ices to   the Parliament, so that the performance of the secretariat of the council will also determine the   success of the implementation of Council functions. This research is to answer the question " how   the  performance  of  the  North  Sulawesi  Provincial  Parliament  Secretariat  in  supporting  the   implementation of the functions of Parliament.   Research  using  qualitative  methods.  In  this  case  the  performance  indicators  used  are   effectiveness  ,  efficiency  ,  responsiveness  ,  and  accountability  .  Informants  in  this  study  were   drawn  from  officials  and  employees  of  the  secretariat  of  Parliament  and  the  leadership  of  Parliament  and North Sulawesi. Collecting data with interview techniques ; while the analysis of   data using interactive model analysis techniques of Miles and Hubernann .   The  results  showed  :  (1)  the  level  of  effectiveness  is  quite  nice  views  of  the  successful   implementation of programs and activities that have been set, and the level of achievement of the   target outcomes; (2) the level of efficiency is quite good views of the  use of the budget and the   utilization of human potential employees. (3) the level of responsiveness pretty good views of the   adjustability of programs and activities adopted by the council needs, the level of capacity to deal   with the increased volume of work, and the level of ability to cope with problems or obstacles that   arise in the implementation of tasks. (4) the level of accountability pretty good views of a system of   accountability  that  do  good  to  the  chairman  of  the  board,  to  the  leadership  of  the  provincial  government, and public.    Based on the conclusions of the research results it is suggested to improve the performance   of  the  Provincial  Parliament  Secretariat  North  Sulawei   by  doing  things:  (1)  increase  the   competence   of   human   resources   through   education   and   training   of   employees   technically  functional; (2) Improve the work motivation of employees by provid ing adequate incentives ; and   (3) improving coordination among organizational units and coordination with Parliament .    Keywords : performance , functions of Parliament
